professor Jim Hall

Morning moderator: ICE President | Professor of climate and environmental risks, University of Oxford
Professor Jim Hall became the ICE’s 160th president earlier this month. He is a trustee of the ICE and until recently, held the carbon and climate portfolio. He’s a professor of climate and environmental risks at the University of Oxford.
His research specialises on risk analysis for water resource systems, flooding and coastal engineering, infrastructure systems and adaptation to climate change.
Prof Hall is a member of the UK prime minister's Council for Science and Technology and is a commissioner of the National Infrastructure Commission. He was a member of the UK independent Committee on Climate Change Adaptation from 2009 to 2019.
He led the development of the National Infrastructure Systems Model (NISMOD), which was used for the ICE’s influential National Needs Assessment and for the UK’s first National Infrastructure Assessment.


Nick Smallwood

CEO, Infrastructure and Projects Authority
Nick is the Chief Executive Officer of the Infrastructure and Projects Authority (IPA) and Head of Government’s Project Delivery Function. The Infrastructure and Projects Authority reports jointly to the Chancellor of the Exchequer and the Minister for the Cabinet Office. IPA’s remit includes overseeing the National Infrastructure and Construction Pipeline, which contains projections of £600bn of public and private infrastructure investment, and supporting the Government’s Major Projects Portfolio, which contains around 150 of the Government’s most complex and high-risk projects. Nick has 40 years’ experience of managing complex project portfolios and is the former Vice President for Projects Engineering and Chief Projects Engineer at Shell. He was a trustee of the Association for Project Management (APM) until November 2019 and has contributed widely to the overall development of the UK’s project management profession.


Ed McCann

Senior Director, Expedition Engineering
Ed is an experienced project director and recent Past President of the Institution of Civil Engineers. Technical, an excellent communicator and enthusiastic, Ed has a deep understanding of the construction process. He is particularly skilled in strategic consultancy, feasibility studies, and design.
Ed’s career has taken him to lead projects all over the world. He was the project director for the multi award-winning Infinity Bridge and the Olympic 2012 Velodrome.
Environmental factors and efficiency are drivers for Ed’s current projects that see him work with infrastructure clients to improve processes and implement new technologies. Projects include creating and delivering a productivity workstream for HS2, designing the Rolls-Royce SMR Program Site Factory for BAM Nuttall, and helping develop the Berkeley Homes modular housing system.


Gemma Tetlow

Chief economist, Institute for Government
As chief economist Gemma leads the Institute’s work on public finances and contributes to economics-related work across the Institute. Gemma is a regular commentator on the radio and television – including BBC Radio 4, Times Radio, ITV News and Sky News – and in the print media.
Gemma has a PhD in economics. She started her career as a research economist at the Institute for Fiscal Studies, eventually being promoted to lead its work on public finances and pensions. After that, she joined the Financial Times as economics correspondent, reporting on UK and global economic developments, before joining IfG in 2018.
She also serves as an ONS Fellow, helping the UK’s national statistics authority to transform and improve its economic statistics, sits on the advisory board for the CAGE research centre at Warwick University and is a governor of the National Institute for Economic and Social Research (NIESR).


Andrew Page

Head of commercial services, Anglian Water
Andrew is a member of the Project 13 Development Group and Co-chair of Project 13 Capable Owner Pillar. Andrew was part of the small team that first created the @one alliance in 2004 and used this experience to create and develop all of the subsequent alliances within Anglians delivery portfolio. During his tenure at Anglian Water Services, he has led key initiatives across many AW alliances to ensure projects focussed on outcomes rather than solely on cost. His expertise embodies the core principles of collaborative delivery models and alignment with the Institution of Civil Engineers' Project 13 model. Andrew is experienced on projects and Programmes that are individually unique in scale and/or complexity - each of significance to Anglian Water’s business, often requiring specialist capability. As a leader, Andrew is committed to ensuring the successful delivery of Anglians investment programme and supports this by chairing a monthly Delivery Leadership Meeting, a peer group created to share risks and opportunities across all of Anglian Waters delivery alliances.


Eloise John

Director of energy, AECOM
Eloise leads AECOM’s energy sector within the UK and Ireland. With strong ESG principles and inclusive partnership embedded in all her work, Eloise strives to successfully deliver projects which add real value in making the world a better place. With a background in electrical engineering and almost 20 years’ experience in the energy sector, she brings together AECOM’s integrated approach to help clients navigate the transition to a low carbon energy model.


Anthony Kolanko

Commercial manager for the UK and Ireland, Wavin
Anthony has over 13 years experience in the water industry, having worked in design & engineering, marketing and commercial roles across stormwater, wastewater and process water.
Anthony obtained a BA and MSc in Product Design at Cardiff Met (formerly UWIC) before building a career in water treatment and water management, and has lived and worked in the US and UK while undertaking different global roles.
Anthony is committed to helping Wavin tackles some of the world’s biggest challenges around: water supply, sanitation, climate-resilient cities and building performance, creating positive change in the world.


Ed Uden

Programme director, Environment Agency
Ed is a programme director for the Environment Agency with more than 21 years’ experience working across all EA functions. Ed held a senior leadership role on TEAM2100 for much of the 10-year programme and is now leading the development of the next phase, the Thames Estuary Tidal Flood Resilience Programme. Ed has particular experience of contractual and commercial management and performance in collaborative, integrated asset management delivery teams.


HArbinder Birdi

Creative director, Birdi & Partners
Harbinder is an architect and creative director of Birdi & Partners a London based design consultancy that advises government bodies and the private sector on the design of infrastructure projects. He was the principal architect for the design of three of the stations for the Stirling Prize winning, Elizabeth Line and was also the principal architect for the central section of Thames Tideway Tunnel. He is a Professor at the University of Cambridge where he teaches on the Master of Design Tripos, a course that combines the study of engineering, architecture, material science and the arts.  He is a fellow of the RIBA, ICE and RSA and a trustee of the Lyric Theatre, Hammersmith.

Janet Greenwood

Afternoon moderator: Director, major project advisory, KPMG
Janet is a built environment professional with over 30 years' experience. Beginning her career in industry and then the public sector, her experience includes working in water, wastewater, flood defence, road, rail and construction. She has been part of the leadership team of some of the UK's largest infrastructure projects, including Tideway and the Lower Thames Crossing.
Moving into consultancy six years ago, Janet is now a director at KPMG Infrastructure Advisory where she leads on the sustainability agenda. Passionate about the need for sustainable infrastructure solutions in a world threatened by the growing climate and biodiversity crises, Janet leads teams that help clients address these issues through fact-based and data-driven approaches.
At the 2024 Management Consultancies Association’s annual awards ceremony, Janet was named The Times Consultant of the Year as well as winner of the Experienced Leader category.


RICHARD LENNARD

Executive commercial director, New Hospital Programme
As executive commercial director for the New Hospital Programme (NHP) in NHS England, Rick is a passionate industry executive, experienced in leading complex programmes and commercial models. The NHP is designed to transform how we build hospitals that will set a new standard for the way in which we build future social infrastructure. He has had a long-spanning career delivering major infrastructure programmes. Before joining NHS England Rick spent 18 years in the nuclear sector at Sellafield, delivering one of the largest portfolios of complex major projects in the UK. As a part of his commitment to infrastructure growth, he is a member of the UK’s Infrastructure Client Group and an executive member of Project 13, where he co-chairs the Adopters community looking at new business models for delivery.


Eva macnamara

Director, Expedition Engineering and Useful Simple Trust
Eva is a director at Expedition Engineering and the Useful Simple Trust, with a passion for transforming complex challenges into innovative, regenerative solutions to maximise positive impact. As a structural engineer and innovation consultant, she combines technical expertise with a creative, systems-thinking approach that results in impact from strategy to delivery.
One of her standout projects includes the AVA Footbridge and Lift System for Network Rail, where she played a key role in advancing industrialisation and improving productivity which can act as precedent for the industry. Currently, she leads Expedition's involvement in the Eden Project Dundee, a transformative development that merges ecological regeneration with cutting-edge design.
Eva led the seminal ICE/UST study on the Embodied Biodiversity Impacts of Construction Materials and is spearheading ICE’s research into the hidden impacts of embodied carbon in enabling infrastructure. She is also a working group member of the Royal Academy’s National Engineering Policy Centre’s ‘Ageing Infrastructures’ project. Her leadership in these areas reflects her dedication to integrating a ‘doughnut economics’ version of sustainability into every facet of her work.  


michael burgess

Senior project engineer (civil engineering), TfL Engineering
Michael is a senior engineering leader at TfL and is currently undertaking the role of senior project engineer for Surrey Quays Station Upgrade project, managing & co-ordinating ‘buildings and civils’ related engineering deliverables and discipline engineers. He has been working in the transport engineering sector for over 19 years and has a broad range of experience in the areas of highway and railway improvement projects, infrastructure engineering, project and engineering management and technical assurance.


David Buttigieg

Senior project manager, TfL
David is a Senior Project Manager at TfL accountable for the safe delivery of the works to significantly enhance the existing station at Surrey Quays as part of the station upgrade project. He has been working in the transport sector for over a decade in various project management roles across both Network Rail and TfL. He has a broad experience of early stage development, design and front line delivery of major infrastructure projects within the complex and challenging environments in which they exist.


Richard Woolway

Project manager rail, Morgan Sindall Infrastructure
Chartered Civil Engineer with 15 years’ experience working for tier 1 contractors across various sectors. Currently Working as a Project Manager for Morgan Sindall Infrastructure Rail delivering the Surrey Quays Station Redevelopment.


Tim chapman

Partner and director – transport, cities and infrastructure, BCG
Tim is a partner and director at Boston Consulting Group. Tim is a Fellow of the Institution of Civil Engineers and of the Royal Academy of Engineering. In 2011, he was awarded the ICE President’s Medal for producing the institution’s first significant thought piece on how to decarbonise the infrastructure sector. He was recently chair of an ICE Workstream for identifying systems level reduction in use carbon. He has recently been working on a number of large energy infrastructure projects such as the nuclear power stations at Hinckley Point and Sizewell and is acknowledged as an expert in the future of hydrogen, for example as a reviewer for the recent Royal Academy of Engineering publication. He also has worked on a wide range of major infrastructure and building projects and is very familiar with techniques that lead to better client outcomes – he was engaged by the UK government to produce its Value Toolkit, which is about not only ensuring that major projects achieve many broader benefits, but that they are also delivered on time and to budget. 


Dr Natalie Cropp

Sustainability group director, Tony Gee and Partners
Dr Natalie Cropp FICE is Sustainability Director for Tony Gee. Natalie is an experienced civil engineer having worked on a range of UK infrastructure projects in design and sustainability roles. Natalie was Value Definition and Measurement Technical Lead in the development of the Value Toolkit.  Natalie now heads up sustainability in Tony Gee and is responsible for setting and delivering our Sustainability Strategy.


Jason Tucker

Director of strategic delivery & commercial assurance, Anglian Water
Jason is a member of Anglian Water Services’s Management Board with responsibility for a wide portfolio of activity. Jason uses his position to enable greater integration and efficiency within Anglian Water’s supply chain. Jason previously worked for Skanska Construction on many and varied design and construct infrastructure projects and programmes, across multiple sectors. He is chair of Infrastructure Client Group (ICG) and advisory group member for Construction Leadership Council (CLC).


judith sykes

Senior director, Expedition Engineering | member, NIC Design Group
Judith is a chartered engineer, a Fellow of the Institution of Civil Engineers and Fellow of the Royal Academy of Engineering. She has over 20 years’ experience in sustainable development and infrastructure delivery on projects around the world.
Judith works on urban development strategies and infrastructure planning on significant regeneration projects working for government organisations, major developers and asset owners. Her expertise is in city and urban resilience, energy transition and nature based solutions. A fan of doughnut economics, Judith has worked on a number of place strategies which seek to apply regenerative design and business models.
Judith is CEO of the Useful Simple Trust, a purpose driven family of designers, engineers strategists and communication specialists delivering a regenerative built environment. She is a member of the National Infrastructure Commission’s design group and technical advisor to the board of Homes England. She is co-author of Sustainable infrastructure: principles into practice.


Alasdair Reisner

Chief executive, CECA
Alasdair has over 20 years’ experience in the UK infrastructure sector. After eight years as a journalist with Construction News he joined CECA in 2008, becoming chief executive in 2014. In this role he is actively involved in political engagement, supporting member training, client liaison activities and in cross-industry activities as a member of the Construction Leadership Council.


Mark Coates

Vice president of infrastructure policy advancement, Bentley Systems
Mark helps to inform and guide government, policymakers, business leaders, and decision-makers globally on the benefits of digital transformation. A former quantity surveyor with an extensive background in global project delivery, Mark has worked with Thames Water, United Utilities, ICI, Highways England, The Olympic Delivery Authority, and Crossrail. For the past ten years, Mark has been working in digital transformation and has worked on numerous infrastructure projects, consulting asset owners and their advisors on technology adoption to attain better project results while being conscious of time, cost, and quality.


Brittany Harris

CEO and founder, Qualisflow
Civil Engineer turned tech entrepreneur; Brittany co-founded Qualis Flow (Qflow) in 2018 on a mission to help construction teams build more efficiently and responsibly. By raising over $10M of venture funding she has grown the company to a 50 strong team deploying Qflow across 3 continents. She has been recognised as an award-winning civil engineer and entrepreneur and has serves in notable positions such as non-executive director at the Environment Agency. She is a Fellow of the Institution of Civil Engineers, Enterprise Fellow of the Royal Academy of Engineering, and guest lecture at various universities including the University of Bristol where she studied.


rachel ellison

Managing director of advisory, Mott MacDonald
Rachel gained her experience as an engineer and project manager with Costain working on some of the largest and most challenging civil engineering schemes in the UK.
In 2019 Rachel joined Mott MacDonald where she is now the Managing Director for their Advisory and Programme Delivery business in the UK and Europe. In her current role she is responsible for teams delivering projects and services across a wide range of markets including transportation, energy, defence, water, and the built environment.
Rachel studied civil engineering and architecture at Bath University and is now a chartered civil engineer and a fellow of the Institute of Civil Engineers. She is passionate about developing people and creating diverse and inclusive working environments where people can be their best and deliver great outcomes.


Dr Jo jolly

Director of environment and innovation, Ofwat
Jo joined Ofwat in August this year as director of environment and innovation, having previously been deputy director and head of project futures at IPA. Jo has worked for over 20 years in project delivery, including the successful delivery of the Environment Agency’s £2.6bn 6-year flood risk management programme. She believes we need urgently to transform our approach to project delivery in order to achieve the best outcomes for the economy, the environment and society as a whole. Jo is pioneering the use of data analytics in this transformation, including as a founding member of the Project Data Analytics Task Force and a Director of Construction Data.
